Wooden rowboats work the east shore of Phewa. You can row or hire a boatman. The usual destination is Tal Barahi in the middle of the lake; some people cross to the far shore for the Peace Pagoda climb. Agree the fare on the wall before you leave. Dawn is for the reflection and empty water; afternoon is for the tour.
Boats run in daylight. After heavy rain or high wind the lake is not a postcard. Life jackets exist — put one on. This is not a wilderness paddle.
